The upstream oil and gas industry operates in dynamic and socially sensitive environments, where the presence of exploration and production activities significantly impacts surrounding communities. Recognizing this, SKK Migas has established PTK-017, a formal regulatory framework that mandates PSC Contractors (KKKS) to design and implement Community Involvement and Development Programs (PPM) in a structured, transparent, and accountable manner.
With the issuance of PTK-017/SKKIA0000/2025/S9 (Revision 02/2025), SKK Migas reinforces the importance of aligning PPM activities with broader national priorities and the principles of good governance, stakeholder engagement, and sustainable development. The regulation not only outlines technical procedures for planning, implementing, and reporting community programs but also emphasizes the integration of risk mitigation and local empowerment strategies.
Simultaneously, the global energy sector is under increasing pressure to demonstrate its commitment to Environmental, Social, and Governance (ESG) principles and contribute to the achievement of the United Nations Sustainable Development Goals (SDGs). Community development programs, when well-designed, serve as strategic tools for enhancing corporate reputation, reducing non-technical risks, and strengthening the social license to operate.
